In “Falling Behind,” Sightline Institute finds that during the 1990s, a period in which the region was regarded as an epicenter of opportunity, the Northwest’s economic security actually declined. Poverty rose; the unemployment rate surpassed the national average; and income disparities widened faster than in the rest of the country.
