The good folks at Environment Oregon have a smart new report out providing a detailed policy prescription for Oregon to meet its climate targets. This is exactly the sort of stuff we’ll need if the Northwest is ever going to move from aspirational speechifying to actually fixing climate change.
The best part of the report? It gets the fundamentals right. That is to say, among all the excellent policy prescriptions, the most important thing you do is set a cap on emissions. That’s the bedrock policy that you build on.
